Those US Coast Guard vessels aren't design for speed, e.g. the 87' cutter you posted got the speed of 25 knots only. The propeller configuration can be more flexible then.
The crane should be called as "single point pivot davit" or something similar to that. So far I can only see Japan Coast Guard launching those RHIBs from the patrol vessels in high speed in operation, while other countries operating the same equipment still prefer their same old habit, launching RHIBs when the vessel stopped.
